One Missing Ingredient
One piece of the innovation puzzle that the author seems to miss is that of the protection of property rights. This is one area where the US has historically scored well and is surely a competitive advantage when it comes to innovation. I think this also includes taxation. Allowing people to keep more of what their innovation earns encourages further innovation.

The previous commenter is right on about private property rights. I'd also add the rule of law, enforceability of contracts, freedom of speech, freedom of religion, and other constitutional guarantees as underpinnings of the diverse, free society we have the fosters innovation.
I'm puzzled by Mr. Kao's enthusiasm for public sector engagement in innovative projects. Government is inherently slow and bureaucratic and, by nature, stifles innovation. About the best the government can do is ensure the rights listed above are preserved. -

Gee, I'm pretty sure I saw this book on the racks in Canada about four years ago. In fact, I did. It had the same title and probably a lot more information. Kudos to Kao -- I guess -- for appropriating a great title and joining the publish or perish academic authors circuit.
