Okay, the strategy may work but will depend on the bigwigs one is trying to reach. Take former President Clinton, he doesn't use even e-mail. This extends also to rust belt CEO's e.g. the previously known Big 3 auto makers of Detroit. To reach the C-suite bigwigs check their age bracket and then industry before proceeding.

Network, network, network.
If you want to reach key decision-makers, especially top management, you have to be introduced by someone they already know and trust.
It's a good idea to work through intermediaries, like key employees of the company who are one or two levels below the owner, President, CEO or Senior V.P.'s.
Concentrate on hitting the hot buttons. If the company is experiencing high growth, chances are very good that they will need experienced people and most importantly CAPITAL. You cannot sustain growth unless you generate capital internally or obtain it from outside investors or financial institutions.
Maybe you have a hot product you want this company to sell. Look at their product line to make sure it fills a niche in their product line or improves on the products they already have. Hot buttons: BETTER QUALITY, MORE FEATURES, HIGHER OUTPUT, HIGHER DURABILITY, LESS COSTLY, HIGHER PROFIT MARGINS, etc.
If you want to reach top-level management, join clubs and organizations where you are likely to find them. Go to conventions and tradeshows and take plenty of business cards, and ALWAYS get one from the owner or President/CEO.
Read everything you can about your target company's successes and problems. Congratulate them on their success, but if they are having problems, tell them you have solutions.

It is really all about homework and understanding their point of view and their "pain". I just arranged a meeting by phone with Bob Lutz and my boss and have done this for years. Understand what they want and the access is easy.

Would love to hear how to reach the media for PR for a local event. I'm especially interested in TV, but also our major metropolitan newspaper--especially difficult at our city's paper is going through layoffs, downsizing, and outsourcing and the news desk is terribly understaffed.
