A third approach is to vote with your dollars. Don't use BoA ATMs when you take out cash. Most banks, especially local banks, have plenty of their own ATMs around for customers to use.
Alternatively, get cash back when shopping if you use a debit card.
I don't see this as a win/win for BoA because people don't like feeling forced into doing things. And I would never make the decision about where to bank based on how much I might potentially pay in fees by not being a customer.
I'd rather look at things that matter to me like their customer service, savings account interest rates, interest rates on loans, and other services.
Anyone basing a decision to become a customer of a financial institution based on a $1 increase to use an ATM is facing much bigger financial issues than paying that buck.
