I disagree...
All the site does is capture characters as you type them and produce a score on the spot. There's no way for the site to know if what you've typed is your actual password or just a portion of it.
In addition, you're not providing any personal information whatsoever, so unless the site is bypassing all your safeguards and sneaking into your PC to figure out what your password is actually used for (virtually impossible, IMHO), I think it's safe. -

To answer your post in two parts.
1: Chances are the average Joe being the trusting and naive person that he is will 99% of the time type in his full password. So chances are the site will get the full password.
2: The site can still capture basic info like your IP address, browser type, OS type etc. So if I collect enough passwords I can then put together models of what passwords are likely to be used. So using the IP address ranges I can put together that people in Canada are more likely to use a pet?s name as their password or people who use an older version of Windows are likely to use simple phrases. This might seem like a vague advantage however if you have ever tried to Brute Force a password you?ll know that if you can leverage any sort of advantage it can cut down your hacking time considerably. In fact by knowing vague information like this I can use Rainbow tables with specific words that are more likely to used on my target computer. It basically comes down to this, any information is good information to a hacker.
I would recommend that if people want to check their passwords they download a free app call keepass which among other things can check your password strength.
