    relevance of article

I found this article enlightening and helpful in writing a paper for my graduate ethic class and I wondered if this is the correct way to cite it since there is no author.

    take care of the others

The "dark site" of Talent management is the way the "others" feel excluded from the future personal development.
A company who stresses talent management and forget the general motivation of the "others" create demotivation and conflict inside its employee. The talent approach must not exclusion of "normal" good performers from particular rewarding.
Managing a good internal communication of a Talent Plan is the key action for getting better results and motivation; if you fail it, you can obtain dangerous results in general employee motivation.

    democratize talent and career goals

Talent management or Career management...two sides of the same coin. The
best way to promote people is promote their alignment of values with the
company's. Whether looking inside for the right person or outside for the next
star, it becomes a win-win. I suggest an online product like careerdna.net
which democratizes the self-aware of your passion for a professional focus
but also has a talentDNA component available for the company's prospective.

    Whose job is it?

What an outstanding point to raise early in the article - talent development must be OWNED by the management team but supported by HR. HR cannot control how individual people are managed and developed, however when the management team is held accountbale (ostensibly through a general manager, president, etc.) it assures action is taken and outcomes are evaluated. Just think how effective organizations would be at developing talent if that outcome was on a par with the number of widgets produced!

HR hires for alignment to Management objectives...

if the hire the right "fit" for the job. So how do we manage talent but to bring
motivated, passionate people to the job who will meet expectations. They are
automatically "aligned" to team goals. Management can use this motivation to
fuel the progress of all work. The carrot and the stick are obsolete.
